The City of Albuquerque faced a significant training gap when its enterprise LMS platforms could not reach non-employees. PeopleSoft ELM required VPN access that blocked mobile users, and Knowledge City required city email accounts and employee IDs. This left approximately 900 summer seasonal workers, hundreds of volunteers across animal welfare and other departments, and various board and commission members without access to required training. The city needed a solution that could onboard people without city credentials while maintaining compliance tracking. Tom Darling's HR team implemented a three-platform training operation with Teachable serving all non-credentialed users. They deployed Teachable for summer seasonal worker onboarding, volunteer training across animal welfare and environmental health, boards and commissions training, and leadership development cohorts including a year-long Pre-Management Development Program and five annual eight-week Supervisory Development Program cohorts. Will Wheeler managed daily operations and content production, routing audiences to the appropriate platform based on their credential status. The implementation enabled the city to train over 1,300 non-employees annually without VPN barriers or credential requirements. The team reduced Knowledge City costs to $67,000 annually for 6,000 employees (approximately $11 per employee) while maintaining a lower-cost Teachable subscription for all external users.
