Here's what I think this means for the industry:

The macro picture right now is a split screen. Permanent hiring is slowing, but contingent hours are surging. Employers are keeping their options open, and the contingent channel is the release valve. That is not a coincidence. It is a deliberate posture from companies that want output without long-term obligation while they figure out what their workforce looks like on the other side of AI adoption.

At the same time, "workforce" is being redefined in real time. SIA putting digital labor into a formal provider category is an institutional signal that enterprise buyers will soon be expected to govern bots and agents the same way they govern staffers. Thomson Reuters cutting traditional engineers to fund AI-native hires is that same signal at the company level. Buyers still running their contingent programs on last year's supplier taxonomy are already behind.
